CEBU CITY — Former mayor Tomas Osmeña has been invited anew to speak as a resource person at the House of Representatives, this time to share his insights on extrajudicial killings (EJKs).

His testimony is expected to play a key role in the ongoing legislative inquiry into a spate of killings, which have sparked human rights concerns across the Philippines.
